It boils down to you thinking the grand jury that saw all the evidence and heard from the witnesses and Wilson himself, decided not to indict him even though it would have been far easier to do so and let a trial and another jury take the heat.

Indictments are easy. This was such a no-brainer, they couldn't find probable cause on even the softest charges.
