Spidermite or Chlorine Stain?

So im a newb in fear of spider mites, grow went extremely better than what i have anticipated but since beginning or last week,( i don't remember when exactly but its been two weeks since sprout) these white specs of some sort appeared on my leaves. now im afraid to know what it is but the water i use which is 7ph has a good amount of chlorine because i can see chlorine patches when it dries. i assume this is that on leaves but i need to be sure its not spidermites. those orange things are orange peels. recently put them.

Looks like just water spots/stains

You'd be able to see the mites crawling on their webs.... Probably just dropped some water on it.
