Hello rollitup users! I have a problem here, that im trying to solve but i failed 3 times. i hope you can help me

I dont have pictures of the 2 first situations, but i do have from the thrid, is exactly the same situation in 3 cases. The first two scenarios i let the plants stay for a month with no results only a bunch of leaves very near and no stem growth only new leaves and minimum stretching. ihave to mention, lights are always turn on in the night to middle of the next day 9pm to 3pm aprox.

Heres my setup.

Growing indoors
6" extractor fan(240cfm) (The air is exhausted through a window)
45 ft3 (3*2.5*6ft) grow box
2 x120mm intake fan (44.76cfm)
2x120mm fans moving air inside
Temperatures always around 21 -29 celsius (69.8 - 90F)
All Vegetative state
Watering in solo cups when around one inch is dry
PICS OF MY GROWBOX

3 different scenarios i always change a variable to test.

No discoloration, good green color, no stunt leaves or droopy
pH Controlled water around 6.5 (Water from the tap)
pH controlled soil with nutrients , no perlite needed, it has good drainage.
MH lights at 250w 18/6, 2ft far
2-120mm intake fans all day, 6" exhaust fan ONLY ON when lights are on
Humidity 20% - 40%
Special Kush# 1 from RQS

No discoloration, good green color, no stunt leaves or droopy
purified water (ph 7.0)
potting soil ,around 30% perlite, no nutrients added
MH lights at 250w 18/6, 6inch far
intake fans all day, 6" exhaust fan ONLY ON when lights are on
Humidity 20% - 40%
Sour diesel and Haze Berry from RQS

ACTUAL GROW (15 DAYS FROM SEEED)
No discoloration, good green color, no stunt leaves or droopy
purified water (pH 7.0)
potting soil, around 30% perlite, no nutrients added
fluorescent lights 2ft*5 T5 18/6, 6inch far
2-120mm intake and 6" exhuast fan on all day

I'm not sure if I'm understanding your actual issue....but I think you are saying they don't flower for you? or did I misunderstand your concerns

The plants stunt their growth, i dont know why, how you see in the pictures its how they stay forever. No vertical growth, only new set of leaves but no stem stretching or enhancing . They actually are 15 days from seed, ive seen plants 15 days from seed that are quite big.

More perlite?. I think , im not sure, that i need a fan inside for air movement, the 2 120mm fans think are not enough.

What are the soil mixes you have tried? Can you give more details on the potting soil used?
Sure, the first one, was a mix of soil with pH set to 6.0 (Also the bag said the nutrients included NPK, Mg, Ca, Mn,etc, i dont remeber the proportions, only remember that was adequate ), this mix in particular was very light , no perlite added, already had good drainage.

The other 2 mixes are kinda generic, sorry about that. I only added perlite to this 2 mixes.

My main concern right now is the air movement, but i might be wrong. What do you suggest. Im open for opinions.

Thanks in advance.

Get a looser soil. Had the same issues with 1 strain. Itd become a nice healthy looking seedling then just stay that way while the others would flourish. I switched to a soil called ocean coast of maine for my seedlings and they all do so much better. Its a loose, fluffy soil especially when u add perlite, my root balls are awesome since the switch. If i were u i would try to see if u are able to get some of that soil wherever ur located. Worked for my issue hopefully ur able to get yours straightened out.

Adding a fan usually takes care of air movement issues. I'm asking about your soil because that is what I'm guessing is your most likely weakness. Slow growth up top means slow growth in the root zone. Soil problems were my biggest issue years ago when I started growing so maybe I'm just biased to think that way.

Its also light on ferts so its very gentile for the seedlings. The loose soil helps the roots expand much better

Can we get some tips for lightening up soil in here?
Let's say I can't get the brand that someone recommends for whatever reason.
Perlite seems to be the obvious answer, would it be more effective crushed up or in little cubes?
What about something like dichotomous earth? That stuff is amazingly light when dry but seems to get very dense when wet.
Maybe a mix of like 80% perlite is a effective or is that a good idea taken to an extreme?

80% is fine ull find plenty of people that use mostly perlite, i have before. Some people grow in 100+ perlite. I believe it would be better in little balls rather than crushed up. Gravel works also, worms are great, they dig little tunnels thru the soil which help with aeration also they poop in the soil which is also definitely a benefit.

I've heard a lot about worm casings, first time i saw live worms suggested. What species do you suggest?
Also would they encourage pests to develop?
