Machine guns were outlawed in the 30's under the National Firearms Act .Title I, the Gun Control Act of 68 imposed new stricter laws that regulated sales and placed restrictions on felons, also limited non visa immigrants, renounced citizenship, it also regulated shipment of weapons among a few other provisions.

Also let's not forget how the sentence preceding that is always left out "A well regulated militia..."
