Do you have some kind of chart on grandmothers? Is there a grandmother blowup doll or do you just not inflate old faithful fully so it will look all wrinkly and grammy like?

As a government employee, I can tell you that is correct. At the end of every fiscal year, all of the budget is spent or the next year's budget is reduced. Some of the money is spent for supplies we will need in the future anyway, but much is spent on stuff that is unneeded, unwanted, or will end up being discarded unused. Such a waste.
