Why is a ticket a reasonable punishment?

I've been reading again! Why on earth would it be even remotely reasonable to give someone just a ticket for such a serious substance? Given all the bad that marihuana does, how does making it easier for police to deal with protect us from the evil poison marihuana? At every turn Harper looks like a complete idiot!

They are taking away the discretionary power from the judges and handing over new power to the cops. Small amounts cost a lot to process through the courts and probably won't result in a conviction.
If you give the cops the power to decide if they are going to give a ticket or charge you it changes the game. I'm sure most will get tickets to help with the police budget$, but if a cop doesn't like you...
It's a bad thing, disguised as some sort of loosing up on the regs...It's BS....don't get fooled!

btw Harper is the head Nazi, aka our prime minister.
