After decriminalizing drugs, I would release all prisoners who were victims of these laws. All victimless crimes no longer would have prison sentences.

With half the prison population now free, I would remove the doors and turn a few prisons in each state into government housing. Free to come and go, but it will be a working community with members providing the cleaning/kitchen staff. Healthcare, food and education will be provided on the spot, including useful trades like auto mechanic, body/paint, electrical, welding, plumbing etc.

Section 8 housing will be eliminated as will many of the federal level programs including our federal dept of education. States can still operate whatever they want.

That's just a start. As dictator, I would want my governors to handle most day to day operations. I'm going to be busy with my harem.
