5150 & 5250 call for more than rehabs. Psychiatric holds are different and you know this. Let me rephrase this. Locks on inpatient facilities in my state are not locked down. They're locked on the outside but patients are free to leave. I saw a guy walk out on a 28 day rehab to face 7 years of federal time for the crimes committed.
You also know that the U.S. is very different than a country smaller than most of our states where studies like that are done. I can also show stats where certain communities are doing better and healing because of damp laws and ordinances to not sell liquor in their communities. I don't think these smaller communities would do that well with Crack R Us and Heroin Mart set up there. In fact one could say that big oil would love that approach to wiping out those communities in order to gain access to their lands.
Something needs to change for sure. I just don't think that with the history of companies like Phillip Morris that I want them slinging bundles of crack and heroin either. I sure as hell don't want to ever smoke their weed once they get the green light on the acreage they own in N. Cali.
Edit: We also have the white lab coat opiate dealers already, that's really not going that well. As a matter of fact since their rise in the 90's pain management has been leading people down a path of addiction at a pretty steady pace. Everyone trusts the guy in the while lab coat with the sloppy writing though. People are conditioned to accept those little orange bottles as gospel.
