Why does it say I do not have permission when I click on some things?

When I try to read some posts or do things like create a grow journal it says I do not have permission to do so. Why is this (I am guessing it is due to something like reputation) and how do I get to a point where I am able to do these things. Specifically I am very interested to see what people would have to say about my current grow.
