why do my SOG plants NEED veg time

I get healthy roots at 2 weeks so I transplant them on to my SOG tray.

The clone starts growing white hairs right away and never grows any bigger or taller.

I have read from SOG growers on here, that the plants will grow about 4 times taller by the time they finish up. So a 8" tall clone should finish around 32" I am told.

I add clones that are 8" tall and they finish 8" tall with a few grams of bud on them.

I got a new tray so I can give them veg time to get them going before moving them into flowering. Seems to be 3-4 weeks of lag time before they take off and end up looking very healthy.

I wan't to get this problem sorted out, any ideas what is might be?

exhause fan always going to bring in fresh co2
