I've been able to get a plant to "claw" like that by forcing it to veg in a container that it has outgrown. Your parts per million are not the concern here. It looks like that plant is in a one gallon container, and almost two feet tall, and it's telling you its ready for a larger space.

What's type of lighting and temps?
