White on Leaves - Help

I've noticed that a few leaves have white on them - I've attached a pic - it's hard to see, but there is some whiting on the leaf. It's definitely not spider mites - no webs. The white does not whip off - it looks like a discoloration of the leaves.

I found live bugs that look sort of like thrips, but I'm not certain (they're about 3/4 of inch long). The plant overall is very healthy. I've sprayed a couple of times with neam oil - I just want some help in identifying what the issue is.

Any ideas?

looks like thrips. outside i don't really worry about them. i have them in my garden as well. i have pirate bugs that keep them in control. i bought and released the pirate bugs in my garden a few years back. they have established themselves since and are here permanently now.

Thanks FDD! So, you think I should just monitor and watch or should I keep my attack with Neam Oil (and other natural sprays) going?
