When too turn up the lights?

Ok my set up is a 5x5 tent. 1000w mh/ hps. With an adjustable ballast. 50-75-100% and an 8 inch exh fan to remove all the heat.

My clones have been under the mh at 50% for about 14 days. At day 12 I turned the ballast up to 75%. Roots looking good.
Transplanted them yesterday into their 5 gallon pots.

How long should I wait turn up to 100%?

How close should I get the light? Heat doesnt seem to b an issue. 8 inch exh doing a wonderful job. Tent about 70-71° F lights on 65° F lights off.

I would hit it up to 100% and keep it 1.5ft away from the clones, give em good airflow and sit back.
I don't use adjustable/dimmable ballasts but as soon as they hit the ground and have had their final transplant i just give them all i have.
