When to fertalize and when to flower

Hey guys and gals,

I've started 4 plants, two in much smaller pots than I would have liked. Basically I germinated 4 seed (two purps and two white widows) expecting that they may not all work out and I would be able to use two of them. They all germinated and since my space was too small to put 4 9" pots in, I used two 9" and two much smaller pots, probably about 4". The smaller pots are also a lot shorter.

So now that everything has been going on for about a month, the plants in the larger pots are obviously beginning to grow at a much higher rate each day than the smaller pots.

There are now almost 4 full leaves on each one and at this rate, I would expect that in a week there will be atleast 8 leaves on each.

So my questions are:

When should I begin giving them some fertilizer?

If I would like to flower the two smaller ones and they are only one month old, will they still flower? I know that they won't yield a lot but some would be better than none I figure.

I just dont have the space for all of them.
