When should I start adding nutes to this plant?

There's my blueberry plant. It's been a week and 3 days since it sprouted and I was just wondering when I should start adding nutes. I've got fox farm nutes and obviously I would start with quarter strength to be safe. I know just over a week is way to early to be adding nutes, but in general what am I looking for as a sign to start adding nutes? Do I need to wait until it has a certain amount of leaves or something along those lines?
Any help would be great.

Sorry if the photo shows up sideways.

Also when should I transplant it? I have a 12 inch pot for it when I do transplant but im not sure when. Even though I don't have a photo there are roots down the side of the cup and some that have reached the bottom but I don't know when the right time is to transplant.

Give it a few weeks to build a rootball before transplanting so it doesn't fall apart during transplant. I start light nutes at about week 3 in promix. If you are using a soil with nutes in it, miracle gro, Scott's etc, then you may not have to for a little while.
