Technically you can flower from seedling as soon as it has it first set of leaves. Your not gonna really get much. Id at least wait til you have 3 or 4 sets of nodes if you want even a little bud.

You can flower anytime you want. If you are trying to get it as big as you can before flowering you should measure the distance from your soil up to where the light will be at its highest possible point. For a sativa you should flower at under 1/3 of that distance for an indica (master kush) you should flower at about 1/2 that distance or just a little less. So if you had 4' of room I would flower when it is about 1.5 - 2' tall at the most...

But, you will need more light to flower a plant that big. So I would either get some more or a better light or flower it when it is smaller.

With that amount of light, I'd recommend just throwing it into flowering as soon as possible. If it grows out tall the lower buds will get hardly any light meaning hardly any growth and will just take away from the main cola. For your next grow if you choose to not upgrade the light, just grow in a LST or SCROG fashion, it'll help even out the canopy allowing more buds to get the light they need for growth.

When I first started I took the advice (here of course!) to veg for four weeks and then flower starting on the fifth week. I have ample growing space so that wasn't the issue. Problem with weaker lights is that you will get a lot of stretching so be careful and listen to the advice of Cascadia. I used the four week limit so I wouldn't try to rush the grow and spoil the amount of bud in the end.
