When should I give them epsom salt ?

I have plants in almost all stages mid flowering, veg, clones, seedlings whens the best time to apply epsom salts ? How much should you use, also what will it do beneficially for them ?
 
Epsom salts is a Magnesium source, used to counter low magnesium. Use it if you are running in coco, or suspect to have a deficiency.
