Whats eating my plant!

I've sprayed this with neem still being eaten any input appreciated.

Neem is only gonna keep them from reproducing, u need to use something different as a deterrent. Something like cinnamon, garlic, hot pepper, soap.. being outdoors it can be many different things from birds to grasshoppers.

1 use BT for chewing pests.
2 use Spinosad for soft bodied pests
3 get you some ladybugs.
4 adopt one of these.

He's been in my plants since the beginning of veg.
 
I can't tell what kind of insect is attacking it, but powdering plant leaves and soil with diatomaceous earth should prevent most insects from returning. Stop using it when the flowers start developing, though.

Alternatively, as a previous user suggested, webless spiders are an option. Mantises may also help.
