If you have to keep the HPS down due to heat and space you will get a small plant, this is one possibility, but this about as cheap as you're going to get going with a small HPS.
It's 70W of HPS.
There are other options abailable with these small HPS lights - I found this doing a search at Ace Hardware.

Those are street lights with crappy spectrum and low PAR (Photosynthetic Active Radiation) you will get piss poor results, believe me...been there done that. Do yourself a favor and start here http://htgsupply.com/Product-HTGSupply-150w-High-Pressure-Sodium-Grow-Light.asp

I totally agree! The money you put into these gives very poor results.
The next best thing to do is also get a good digital ballast with a good reputation.
Less heat, some claim 30% more light.
