From the looks of it you about good with the equator to be able to plant year round. But the 1700 meters (5577ft) is gonna do ya probably. It might get too cold at that altitude. If you can keep the plant warm during the colder months then i wouldn't see why you couldn't grow year round. Just force flower with trash bags if the night isnt 12hrs+

Is it safe to force flower with trash bags like that? I heard you can check the sex early using that technique on certain parts of the plant but not the entire plant itself. Does the trashbag limit airflow or hurt the plant from higher temps? Curious about this because I may have to flower early this season.

Yes its safe. Your only putting the bags on the girl in the evening and taking them off in the morning. So unless its quite hot during the evening when you put the bags on then I don't see a problem. Just increasing the dark period to 12+ hrs so the bag shouldnt be on it long enough to do harm.
It's only really possible if your plants are near by and you can keep the cycle regulated. Putting the bag on earlier then sunset so that you get 12+ hrs of darkness and taking it off once its dark shouldnt hurt it.
