This little oval things were attached to the surface of the leaf with a 2-3 mm “web like”, but rigid leg

Never seen something like this in 10 years of growing, same the guys at my hydro store which did that job for more than a decade

Nice idea, but to see how they felt i squeezed them and they felt semi rigid, not like any bug egg i’ve seen before

These are lacewing eggs.

They are your friends. Some of the best predators you can have in your garden.

Yes they are beneficial insects. They feed on mites, aphids, etc... You can buy eggs or larvae the same as you can ladybugs and praying mantis.

Outdoor questions like yours can have almost any answer depending on location.

I found a dead bird in my yard the other day. It had spots very similar to what you posted. Today I took a pic and it looks like Perlite is consuming the bird. But how would perlite get onto the bird?
