Just a friendly reminder, most people do not respond to threads that have no pictures attached to it. It might help if you upload some pictures of the grow area you are describing.

From your description I would suggest using a HID bulb in the flower room like a 600w HPS and for the veg room I would use CFLs or T5 florescent lights. Or even a combo of the two, CFLs and T5s.

for ventilation you could use P.C. fans. The best kind in my opinion are the 80mm 120v kind that can push around +130 CFM. I have them in my tents and they are great and make little to no noise.

isnt a 600w a bit overkill without super cooling system?

if i would go with 45w cfl's how many should i use for flowering?

600w is totally overkill for those area. Keep the mothers under T5's HO and get a 400w HPS for the flowering room.
Keep in mind that you will probably need a cooled hood/cooltube for the HPS.

im on a limited budget....but i got a 250w hps ballast and reflector how bout that for flower?

and 3x45wcfl for moms?

250w HPS is doable but it's not optimal, since you already have it and are on a budget, i'd suggest you to use this light 2 or 3 harvest and then move on.
As for the 3 45w for moms, i don't know if this will be enough as they grow. Try it and when it's time to, Upgrade!
