week three or four of flowering all white hairs and no bud?

So I'm on week three or four of flowering..one plant 120watts of 2700k cfl. And all there is is white hairs halfway down the plants main stalk but no buds? please help..

It is okay. At the bottom of the hairs are the tiny green things called calynxs. Those will swell up to 4x their size at the end of flowering.

The plant will focus on producing hundreds of calynxes before they start to swell. The calynxes are the bud.
