Fast harvest? Not sure I understand that but yes, you can flip that to 12/12 if you would like. I would suggest alot more light than it is currently getting though.

When the plant is showing sex, it can be flipped...some get there slow, some get there quickly and some people flip 12/12 to force sex, that is probably what you will end up doing because I don't see anything on that plant indicating what it is either way.

I suggested more light, not more hours of light. Meaning whatever you are using as a light source is too weak. You need a stronger light.

You don't have to if you don't want to. If you want to leave it inside, keep light at around 12in from it through flower and you'll get something.

I don't know what region you're in or what your conditions are or how much sunlight you get a day. Those are things you need to figure out if you are thinking of putting it outside.

You live in one of the best growing spots in Canada. As far as I know southern BC, southern Ontario and parts of NS are the only places grapes will grow in Canada. Your outside plants should be great.
I'd throw that plant outside for sure. She should start to flip around the first week of August or so.
 
Ok so it might be a good to grow here but my dumbass only three miracle grow potting soil and top soil and cow manure on-top of a harden clay spot in my back yard. So I'm assuming my pants are t as big as they should be due to the clay?

Well you can't really expect a great climate to compensate for poor substrate choices. Lots of time to get a cannabis specific bag of soilless and maybe a 10-20 gallon cloth bag and get some yield from her. 50 bucks should do it; think how much pot you'll get for 50 bucks.
Me personally I'd put her outside to get big, but up to you. No fast harvest outside though, unless she's a strain that flips quick. Earliest I ever had was a Durban Poison that finished end of Sept. but they all switch a little different.
I had a Blue Cheese by Barney's Farm outside in Eastern Canada last year and she made over 4 pounds even after going through hurricane Teddy. The best smelling weed I've ever trimmed, tastes like regular pot though.
I have a clay soil and I use raised beds.
