weed transactions?

I was just now considering if maybe there is a more limited version of the dispensary's license that individuals could use to exchange weed?
anyone heard about something like that?
like, you could pay the tax $$ to a thing i suppose...

It's my understanding from reading the news (IANAL) that in my state, which is California, folks can freely give each other small amounts of cannabis, up to an ounce. I've read that is legal, as long as no money exchanges hands.


I wonder whether it can be legally shipped? Can a shipping and handling fee apply?
