Watering Schedule?

So I just started 12-12 lighting 3 days ago and have been watering once every 12 hours. Should I water right before the dark cycle or water twice only when the lights are on?

Most say when the lights come on. (morning) But i water when ever they need it. It rains at night as well. So water when they need it.

If the soil isnt moist to the touch, then i could use a little watering

Yes but if the roots are only absorbing so much water during the dark cycle I don't want to flood my roots v.s. always keeping them moist

I generally water the plants by flushing an leave them until nearly completely dry, let the root search out and expand to find that moisture. Measure by the dry and wet heft of your pot or bucket and gauge it from that point when you'll need water. The plant is a living thing, it will let you know when it needs what it needs.
