Alright, if they need water, water them no matter what time of day it is. They like water the most during the early morning. It won't hurt the plant to give it water at night though, as I've found from experience.

to be honest.

i would and do water in california outdoors before noon.
before the plant gets effected by the heat, and yea yea i know its been raining and not hot.
but you want to water when the plant is growing which it does during the day, and not at night.

when you water late in the day the roots get colder because there is an abundance of water in the root mass, that can cause root rot, slow growth or stunt growth.

my advice to you is to water earlier in the day. its kind of like grass. you dont want to water it in the heart of the days heat.

and yes on another note. if they are thirsty then water then any time they need it.

having a dry plant is kind of like running your car without coolant, it might go a little bit farther but will fuck you in a very short period of time.
