Water Requirements Vary?

I know everyone says not to over water and I try to monitor that very closely, but this plant seems to react more drastically to under watering rather than over watering.
I try to water every other day but I have learned to keep the soil a little damp an inch below the surface and sometimes I have to water every day. It gets droopy quick if it doesn't get enough water. The plant is nearing harvest, 4' tall and is in a pot that is 9 inches across (don't know gallon) and I have it in a closet using a 400 watt hps.
The temps tend to get a little hot - like 90 deg F so I don't know if that makes a difference. The plant seems to like it tho, as it looks pretty healthy with lots of buds but this being my first and only female I want to be sure it makes it to the end.
So my question is: is it normal for flowering plants in soil to sometimes require more water than at other times?

Overwatering isn't the amount, but the frequency. Water till saturation and run off and then let dry.

But that plant sounds like it's seriously rootbound/under potted. A 4' plant in a 1 gal container?

They do drink more in flower.
