W/W and headband flowering at 16.5 hrs of light

In all my yrs of growing I've never seen this our even heard of this b4 my buddy cut his lights from 17hrs to 16.5 and 2 of his strains have started to flower. Has any1 else ever seen this????

Pre flowers or actually budding?

Adding more night time to a mature plant willmildly induce flowering.
