Ventilation question

Ok so I have 1 single 6" 280 CFM inline fan. Currently I am using it as an intake from an outer room it flows threw my 6" air cooled reflector cooling it and then it blows into the room towards the plants. ( yes it does actually cool my reflector and the plant grow area) The question I have is this, I was told that I do not repeat Do Not need an exhaust fan until the flowering phase when I hook it to my can filter. Is this true? I am running a Co2boost bucket on high at all times during the light on period which keeps my c02 level at around 600-700ppm in a 1000 sq ft room. I have no exhaust holes for ventilation and the room is pretty much sealed except for door cracks. at the moment I only have 5 plants and my RH and temp is pretty much where I want it. Though the temps stays about 82 F at the plants and 85 at the top of the room Rh stays between 38-42%. ( its cooler then when I was using it to exhaust my reflector and receiving no outside air by about 10-15 F)
*note at this time I only have the one fan and can not do both intake and exhaust. If it holds true that I really don't need to exhaust until I have odor to control then I will wait to purchase one.
