I haven't seen this mentioned much here. Maybe you wondered why seed banks are declaring their seeds to be hemp with less than 0.3% THC or why CBD is suddenly everywhere, in dog biscuits and massage oil? It is because the Farm Bill signed by Trump at the end of 2018 changed the Controlled Substances Act.

Previously, seeds, flowers and leaves were all "marijuana" and Schedule I. Now those things are "hemp" if they contain less than 0.3% THC. Seeds have no THC. I think clones are OK too.

State law hasn't changed though the states are supposed to submit plans for regulating hemp to the FDA.

This YTube is the consensus of current opinion. I can tell you I've received all orders currently shipped in US to my State's address.
However, when I asked Growweedeasy why they listed European seed banks and not US they replied:
That's actually on purpose. US seedbanks - in particular, their owners - face much worse legal repercussions than a foreign-based company. We don't point to US companies because the amount of traffic we send comes with more scrutiny. The truth is, all US companies sending seeds through federal US mail are only able to operate simply because they haven't been noticed by authorities.

Remember, no matter what your state cannabis laws are, weed is still a schedule 1 drug. Any US-based seedbank is one snitch away from federal prison. Once we can send traffic to people without risk to them (or ourselves), we'll include US seedbanks for sure; we would rather avoid dealing with US customs, woo.
I'm not an Attorney but I think this falls into a gray area sort of like don't ask, don't tell. I really don't know if there is even a test to tell the difference between Hemp seed and weed? It would be more trouble than it's worth if it there was.

Read the law review article again instead of relying on ignorant crap like "Groweedeasy." They appear to be unaware that the law was changed to include the THC percentage so that the any part of Cannabis that does not contain more than 0.3% THC is no longer "marijuana" or Scheduled I and is now classified as "hemp." Don't forget that your state and locale have laws too!

this is what US Federal law says now:
The term ‘hemp’ means the plant Cannabis sativa L. and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol [THC] concentration of not more than 0.3 percent on a dry weight basis.
 
So can you ship cutting anywhere in the USA?
