Transplanting seedlings

i know its apropriate to give a plant a gallon of soil per foot hight, but when should i transplant my seedlings out of a 650 ml pot half full, there only about 4 in hight and the second set of true leavs are starting.

What is your object. You can wait for quite some time yet, before it needs a transplant.
