To be honest i hadnt heard one way or another if it was ok to, just by common sense i tried not to touch the bulb and always try to use the cardboard sleeve as a kind of socket when changing bulbs around.The "no touch" rule is for HALOGEN lamps...not HID lamps folks.
Call Eye/Hortilux or sunmaster directly if you don't believe me. I was in the industry for years and the only time I heard this type of speak was from folks walking in the door. NONE of the reps ever said "make sure nobody TOUCHES THE BULB!"
It's always good to wipe the lamp and keep it clean so that every bit of the light the lamp produces is utilized..but other than that..it's simply not true that it will shorten the life of the lamp or it'll explode if you touch it.

I havent made it out to be anyway, its just the way i thought, I will still continue to carry on as I have been because precaution is better than no precaution.i got finger prints burned into the bulb pittimg but they make it 12 months. Hid is not Explosive as you make the out to be
