Not enough Nitrogen will also cause small buds, among other things.

too much nitrogen causes foxtailing in sativas but bad taste no i dont think so
i only had one unsmokable weed and it was my second grow years ago and i dont know what i did to it still but it was crackling and burning my nostrils like salt water totally unsmokable
