Tomorrow will be 3 weeks - Slow Growth?

So tomorrow marks 3 weeks from the day we saw the seed sprout from the soil, for both plants.

Here is what it looks like today, 20 days later from the beginning:



Now, within the 20 days, we changed soil, from the regular pellet soil to a mixture of Miracle Grow and Pearlite. This might have put it in shock, and at first it was under just one 14Watt CFL, which now it is directly under a 40Watt Flo Tube (T12). So there were maybe a few things that maybe caused it to be slow in growth..

So my question is, the size of this plant, does it look abnormally small for 2 weeks? Is it common to look like this? Do some plants just take longer? Or am I doing something wrong causing it to take longer.

It's a sativa by the way.

ur gonna need more than 40w for all those.

they look healthy, just need more light + this is about the stage where they start shooting up

Be gentle with the fan at the beginning. Little plants like that would not get much wind at all in nature. Too hard of wind can actually burn the leaves. Just a very slow weak fan at first.
Get more intense light on them now, they will take off in sign of any light now, so stretching will become a huge proble. If you can, get some 42's to surrond the perimiter, and a few 42's on top. Looks like you have 4 plants? Try and get 75-100 Watts per plant. I know it sounds like overkill, but the CFL's and fluoro's really don't penetrate much, so the more you have, the better placement you have for the lights to ensure full coverage. I mean, if you like, pout a few small lights in there too, like aroud 20W or so....
remember, 2700 for flowering is recommended in a 2/3 ratio.
