The Zephyr 1 is a day / night temp controller. The Zephyr 2 is a high temperature shutoff for lighting.
What would work better for your heater is probably an Inkbird 608T as it can take more watts. Make sure the heater will restart if you unplug it and plug it back in, if it requires user intervention to restart after a power outage then it won't work on a controller.

I was using an inkbird308 but the cord was to short to locate the control outside of my closet and the light was bright. I ordered 2 of the 401s my heaters put out 400 and 750 watts they should work,i hope. Thanks for the reply
