Time to cut?

Buds on upper branches are about 60% amber but lower buds are only about 30%. Can i cut top branches and still allow lower to mature being able to lower lights closer? Advice plz id appreciate it.

Yeah chop what you want that is ready then give others as long as they need to finish then chop the rest
