Not really an expert at all but asking for a friend of mine on some advice on this, is this considered cloudy?

Welcome to RIU.
I don't go by the trichomes. When the pistils have all turned orange and have receded, it's done.

You need much more magnification. Here is a bud at 400x

Viewing the trics allow you to tailor the effect you want.
