Temperature control issues!

So I live in Colorado, where weed is almost as legal as it can be in the USA, and I am having a unique problem.

The entire op has been heavily insulated, but on days when it gets very, very cold, the concrete pad the building is sitting on gets so cold, that in fact it causes the hydro buckets to actually drop to 55 degrees when the lights are off. The air temperature in the room gets nice and toasty, but the floor causes the buckets to get very cold.

Now I put the whole room on skids, so that the hydro units don't actually rest on the floor, but its still pretty damn cold the closer you get to the concrete pad.

Aside from putting a fish tank heater in each and every plant reservoir, how can I take away some of that concrete floors "bite"?

Any ideas?
