Super Duper Slow Growth

Today is day 17 since they broke the surface and still looking kinda small.
I just transplanted them today to bigger 2 1/2 gallon buckets. I know 2 1/2 gallon buckets are too big but that is all I had.
I have 200 watts hps.
the soil is miracle grow and I only use minimal nutes.
I live in a very hot part of the world so the temp in my grow room is 85 F! I have a 6" inline fan for cooling and also a 6" inline fan for the exhaust.
When I transplanted them I burried them an extra 2" deeper. My grow room is only 4 feet tall so I need them to stay low profile.
Do you think they are too small?

Well the pots arent to big by any means I usually use 5 gallon buckets if doing soil but went with 3 gallon pots this little side grow. You need no nutes in miracle grow til day 45 or so as the soil has more then enough just good ph ballanced water thats been sitting out so chlorine goes away. Keep a fan blowing on them and keep that little 200 watt light about 8 inches from the top. Dont overwater the plants.Maybe every 2 days at most
