Stretching plants in veg

Hi all need a little advice. my friend offered to bring some clones on for me while i was away i got back to some stretched out ugly looking things, there about 7" tall by 5" wide they start out ok but at the top they have gone wild can i top these lower down if so how far ? or should i just start again
