Stick like buds that don't fatten up just produce lots of leaves

I’m on to my third grow this year and so far all of the strains I have grown apart from 2 have shown the exactly same problems. The best way to describe the problem is the plants produce lots of leaves and look very healthy both in veg and flowering, no deficiencies showing at all. Once in flowering around week 3 when buds start to form over the next couple of weeks the buds seem to produce stem with not much bud growth this happens whether its indica or Indica cross Sativa strains. The buds never fill out and it’s like they have been grown under a very week light but they haven’t. Stick like buds It’s hard to take pics when they are growing because all you can see is leaves. I have attached one photo of the GSC after she was chopped it’s the main cola see how there isn’t much to it. Also I have noticed that the top of the heads at one point seem to produce this small top growth the hairs start to brown off after week 5 and it’s not fox tailing and happens to top and lower buds.

First grow, 1x Black Skull’s Gorilla Glue and same breeders Zkittlez, 1x Barny’s Farm Liberty Haze. The Zkittle produced normal heads and was covered in resin but not the best smoke could have been a phenom type. The other buds never really bulked up and were leafy but plenty of resin.

Second grow 1x Black Skull’s = Girl Scout Cookie, Nirvana seeds = Aurora, 1x Afghan Kush the GSC and the Aurora produced thin buds with lots of resin and plenty of leaves never filled out. The Afghan did produce nice normal buds.
Third grow 1x Black Skull’s = Stardawg, Bruce Banner 1, Gelato, Growers choice Bruce Banner 3 all these look like they are doing the same.

All Seeds were purchased via Sensible seed bank

See my grow setup below.

Gorilla 4x4x8 grow tent.
Veg 1x 315/930 Philips Master GreenPower CMH light and in flowering I have 2x same bulbs in a large A-Wing Avenger. Both bulbs are new this year.
350 CFM exhaust with attached carbon filter exhausting in to the roof
One 186 CFM inlet fan drawing in air from the garage
4x 15cm fans pointing over the canopy
1x dehumidifier for flowering

Medium Canna Coco

Nutrients used Canna coco or H&G coco. I use Coco cal for Calmag it’s NPK is 2.0.0
I make a 70 L tank of base nutrients with air stone and I have a 50 L tank filled with tape water I leave for 24Hr. I then add the base nutrients to 2x 10 L buckets and any additives such as currently using Bud Xl then top up with the plain water until I get to the EC I want, then I measure the PH and if needs it I adjust up/down.

I measure the EC in and out and when the EC out is greater than 0.3 I reduce the EC in so I am never really over feeding. My EC during flowering can be from EC 1.2 to 1.6. My water EC is 0.2 my run off is probably 30-50% because I need enough run off to measure the EC in the tray.

PH in veg 5.8-6 PH in flowering 6-6.2

Grown in 30L/20/15 fabric pots, current grow in 20 liter fabric pots. After the second week in flowering I feed once per day.

I have grown twice during Autumn and Winter and my temps have all been in range not too cold or hot during these seasons and humidity during flowering is from 40 to 55 RH.
In flowering I keep the double CMH lights around 12-18 inches from the canopy.

When they are in veg they are powering and look very healthy. When I turn them to 12/12 they also look great no deficiencies showing on the leaves. The problem I am having is when the buds start to form there is hardly any bud just lots of leaves covered in resin and stem but stick like buds, the stick like buds hairs turn red/brown quite early in flowering around week 5 and looks like it’s finished very early. Both the GG and GSC were grown for 9 weeks. Photo IMAG0964.jpg is the main cola of the GSC .

I am stumped and need some help.
I calibrate my PH pen regularly and even have a spare pen so sometime I compare to make sure the reading are the same or at least close.

I thought it was the CMH bulbs but couldn’t find any evidence they cause this problem. I then thought it was the A-Wing Avenger not producing enough light intensity so I have now setup a HPS in the medium size A-Wing Avenger to see if that helps.

I thought it must be genetics but I can’t see so many different strains from different breeders all having the same problem only in flowering. It just doesn’t seem statistically correct.

My tent is in a single garage and I don’t have any way of bringing in fresh air apart from the 2x brick air vents in the top of the wall. The door to the laundry I put a vent in it so air can flow from one room to the garage also the garage door isn’t air tight so as I’m only growing 4 plants I think it should be enough fresh air getting in to the garage? Now it’s getting warmer I have opened the window a bit so more fresh air can get in.

The garage can get hot in summer so I won’t be growing during the hotter months.

I have spent hours in forums and googling and have found nothing like what I’m experiencing. I’m at that point where I’m thinking of stopping because it’s so disheartening producing stick buds even if they are covered in resin. I desperately need help because I think I have covered everything and even doubled checked and can't see what the problem is I'm hoping someone on this forum has either had the problem before and knows how to fix it or point out something I haven't thought of yet. I will try and take some photo's of them growing but like I said it's hard to see the bud because they are so leafy and not developed enough to get a good shot.
Cheers

Why use CMH to veg tho? I'm stuck there.. don't even want to read further.. the problem starts there.

See the attached pic IMAG1043.jpg I just uploaded of clones i took from the current batch. I don't have a problems in veg.
I can imagine with the lights used the veg is awesome! But you should swap out CMH/MH for HPS for flower.

Edit: I grow with cfl/LED and I know that.
I just bought a 600 w HPS will see if that helps. I see other's flowering with CMH bulbs and getting great results.

two 315 cmh should be fine for flowering in a 4x4. did you test at the wall that theyre actually pulling the proper amount of electricity with a killawatt or something?

probably just genetics. Never heard good things about barneys. Nirvana is crap (from personal experience). haven't heard of black skull.

Same. Nothing good heard about barney's & lots of complaints. Seen one too many bad reviews on Nirvana & What's black skull?
