Sprout not doing well?

Hey everyone this is my first grow, I am not quite sure what's happening to my plant like everybody else around here.

Pics are below. Here are my specs:
Type of grow: Hempy Bucket w/ perlite
Strain: bagseed / unknown
Heat directly where sprout is: 77.8F
Lighting: 80watt 6.5k CFL on 18/6 and never more than 2-3 inches away.
Watering schedule: once every morning. Bigger sprout gets about 35 ML of water, 10 of it right on top where the stem is. Smaller get's still about 15ML.
Water: half distilled water / half bottled water that was let sit for a bit. (used to be all distilled water)
Nuits: Lucas formula. 1/8th the strength right now. Feed (bigger) plant about once every other day with half normal water, half nutes water.
PH: about 6-6.2 (using the drop PH tester so I sort of half to guess).
PPM: no idea.
Fan: Blowing semi at the plants at a medium speed.
Duration: big plant started germination from seed about 2 1/2 weeks ago in rockwool. Then rockwool cube placed into hempy bucket (made sure perlite was wet under the rockwool), then let sit a good 48 hours before giving any water again on top of plant to let roots grow a bit.

Leaves seem to be all contorted and on the original plant the original sprout head leaves are dying off (is this normal?). On the newer sprout, the leaves already seem to be drooping.

perlite retains alot of water. being that small they dont use that much water.. are you sure it needs watering that often? you might have root rot. perlite all around in a box too? keeping humidity probably at 100% which would make you not have to water as much either..

algea is a definate sign of overwatering.

also if u look at the curling and heavy ridging on the leaves. this is another sign of excess watering.
or a sign the amount of side lighting is too close to the level of overhead lighting.

a LIGHT hydrogen peroxide solution will clean up you algea.

but if u mix it too strong youll disolve the roots
