Spots and reflectivity

Hey everyone,

I'm not really new here but this is my first real post. It's been a long time of researching and getting ready for the game, reading the FAQs here at rollitup and deciding what I wanted.

Now I'm building a stealth chamber for a single hydroponic 'tomato' plant out of an old 2 drawer file cabinet, about 3.5 cubic feet. I removed the drawers and the tracking rivets, applied caulk, weather stripping, hinges, a new door and a lock....and last night I painted the inside flat white for reflectivity.

When I woke up this morning to check it out, I noticed a bunch of brown spots that I had never seen before showing through the white paint. My guess is rust? I applied another coat and after a few hours there the spots were again.

So aside from sanding the entire thing down again or coating with mylar, what are my options? Would a few brown spots really drop the reflectivity so low that it becomes inefficient?

And to the rollitup community - Thanks for all the wisdom and experience.

Alright I just bought a can of rustoleum steel primer (white) and sprayed the inside spots. Worked wonderfully.

uh...prime first...paint after??
