So what's the deal with Medicino(sp?) and Humbolt?

I've gone on word of mouth on this little legend for several years now. Can you or can't you grow up to 99 plants in either of these counties, if you are medicinal? 99 plants seem staggering. I have a friend that is trying to convince me to set him up a SoG of large proportions down there (definately consists of 99 small plants) but he's also trying to be a caretaker (to bring on more 99 plant limits) for him to do outdoor. He's wondering if I can set this up.

Now my problem is that 99 plants seem entirely excessive to just use as "medicinal only" That seems commercial to me (call me crazy) and would be hard to prove in federal court that after the SOG and getting roughly 6 lbs per harvest, that he'd want to do out door crops as well, staggering that upwards to 20 lbs or more. I just don't see DEA coming down on you or the judge throwing the book at 'ya for that one.

In my line of experience, if it's too good to be true, then it probably isn't. I don't know. When I was 17 I didn't believe there was a cannabis cup, a country that you could smoke in (just talking about amsterdam, found out of more places as I grew older), or that you could walk into shops and just buy weed (I was raised in Arkansas and sheltered before I learned the truth in Oregon, sue mebongsmilie) So I've been wrong before. Any clarification would be sweet.
