So..question

If one plant happened to be spotted by some sort of police aircraft would they even do anything?

if it's in your backyard, yes. if it's out it the middle of some brush, they most likely wont find it. and in California, I'm sure they're looking for more than one plant.

around where i live there is a cuple gangs that grow out in the hills and its been a few thousend plants when they get cought lol. i say keep it small and you should be good. keep them spread out and wach your suroundings and things that look diff from b4.
