Small yellowish Pods on stem Pest?, mold?, Eggs? help!

These small creamy yellow pods have appeared on the stem of one of my indoor plants, the pods are gooey and turn dark brown and have a yellow powdery substance underneath, there seems to Be mold where they are concentrated most, the fibers in the pic are Twine.

Scale..or mealy bugs eitherway kill em

looks like scale.spray them before they get worse.

Scale it is!!, have only found a few more spraying with neem and mitecide
