Slow growth problem

My plants are very small for their age, only about 7 inches at over 3 weeks old. They are very green and healthy looking but growth is veryyyyy slow. Today i went out and got some ph strips, based the color bar my tap water is about 6.2.. I believe the ideal for soil is 6.5. Im going to ph my run off at next watering, if its around the same do i conclude its not a ph problem? Are strips reliable enough? The only other thing i can think of is light, i have 3 23w cfls 6500k on each of my 2 plants, and have been taking them outside where they get 4-6 jours of strong florida sun each day. Any ideas? Im a new grower so im probably missing something

Dude, take $5 in cans back, go to lowes or home depot and drop the money on a soil tester kit. You don't need the $20 meter, just the kit that you put a soil sample in, add water, I use distilled. So another $1. Add the pill they give you, shake and voila you know your ph approximately. It's the best solution I have to offer in your situation, unless you have a serious gardener in the family and they have one you could use...

i think I got mine from orchard hardware supply for ten bucks that I got from taking my cans to the local recycling agency lol

I have a probe meter as well, I like the process of the temporary ones though. Makes me feel like a ganja gardener scientist a bit.:weed:

On a side note I'm so close to done it's Killing Me!!!

I grow outdoors and my plants are BARELY hitting week 1 of full flower.....I'm gonna run out of smoke pretty soon....I might have to make a trip to a close friend if my stunted plant doesn't hurry up and finish flowering.....it started flowering the beginning of this month.
