slow growth please help/advise

I have three plants that are 3 weeks old and only about 3" tall, green, two sets of leaves, spindley stems, appear healthy? temp 70, hum 56, tds, 300, ph 5.6 have 400 hps on 18-6 with intermal fan blowing 24 hrs a day, feeding 15min every 3 hrs hydroponic system runs back into resouviour, can;t take or send pics, thanks alot! what should I do to fix this and what wrong?

What is your problem exactly?

you never see much growth for the first couple weeks. The plant focus's on setting up a good root system before working on it's top half.

Thats very ordinary growth bro. Stop overwatering ,cut in half. Raise the light and make it 18/6 untill they are in full veg.
