I don't like TrueNorthSeedBank. They rip you off with $20 shipping some little seeds within Canada. Common! All prices are marked up too. If you really want to buy there, wait for their flash sales that happens like every other weeks or so.
For high quality seeds / breeders check these out where you can buy in Canada for very reasonable prices.
PeakSeedsBC - most strains are very good, according to my research. Cheap! Prices in Canadian dollar. I'm growing his C99 right now. I have several other of his strains waiting in for the next grow. There is a huge thread here.
HempDepot - look at BeanHoarder at JoeyWeed which are very well received by many growers. Also look at a few lesser known breeders there.
JahSeeds - blah, nothing exciting. Too many polyhybrid crosses. Is he a true breeder?
Jordan from the Island (joti) - quality has gone down hill?
Dr.GreenThumb - rip off pricing. $200 for some 10 reg seeds? whatever! the guy is supposedly not friendly.
TheRealCanadaSeeds - not bad. not cheap. lots of quality breeders. wait for the sales.
VancouverSeedBank - blah. bad customer service? A friend got a pack where not one seed germinated.
420seeds.ca - bad customer service. They sent me the wrong freebies. The guy said he would send a replacement, but I have not gotten anything. I asked and he never replied again.
My choices are PeakSeedsBC and HempDepot.

I also recommend Hempdepot. I usually receive my order in 3 or 4 days business days. Currently I'm growing Joey Weed C99; F36 and still no odor other than a mild lemon scent.
Last year I ordered some Harlequin seeds from a Medicinemanseeds (California). I found these also had low odor.
